Shelvy Haywood Keglar is a clinical psychologist, founder and President of Midwest Psychological Center, Inc. Dr. Keglar holds a Bachelor’s Degree in Sociology and a Master’s Degree in Rehabilitation Counseling from Arkansas State University. He earned is Ph.D. is Psychology from Indiana University. Dr. Keglar has published in the areas of personality assessment, addictions, and adolescent psychology. Dr. Keglar specializes in treating adolescents and families, neuropsychology, correctional mental health and the developmentally disabled population. A distinguished alumnus of Kaskaskia College and Arkansas State University, Dr. Keglar was selected as a top Psychologist in Indianapolis and distinguished alumnus for the Department of Counseling and Psychology at Arkansas State in 2015. He is a member of the International Who’s Who in medicine. He is a Diplomate in Forensic Psychology, and certified in the Treatment of Alcohol and other Substances of Abuse and former Chair of the Indiana Hypnotist Committee.
Leesa Carter-Franklin, MSW, LCSW

Leesa Carter-Franklin is the Program Coordinator over Midwest’s Community Based Counseling Division and oversees Midwest’s Foster Care Program. Leesa graduated in 1992 with a Bachelor’s Degree from Howard University, majoring in Human Development with a Minor in Child Psychology, and completed the Masters of Social Work program at IUPUI in 1998. Leesa previously worked for Midwest Psychological Center, Inc from 1998-2007 as a therapist and was overseeing the Community Based Program until her departure. Leesa has over 15 years of counseling experience and is a valued member of the Midwest team
As the Director of Administration, Karen Carlson oversees human resources, quality assurance, and business development for Midwest Psychological Center. A graduate of Indiana University, Karen holds a Bachelor of Science in Public Health. Before being promoted to Director of Administration in early 2015, Karen worked as the Contract Compliance Monitor for Midwest since 2007.

Lauren is the Administrative Assistant for the Community Based Counseling Division joining the agency in August 2023. Graduated with a BS in psychology from Ball State University and currently enrolled in Masters program for Industrial/Organizational Psychology at IWU. She helps with referral processes, billing/invoicing, and electronic health records.
